Drill-down not working on regular dimension

Hi,
I am novice to Cognos 11. I need to create simple drill-down list with geographical regions , outlets and staff member. Using FM, I have created regular dimension with hierarchy: Locations [ Region, Outlet, Staff ID], published package and opened with Query Studio - the drill down list works OK, however when I create new report using the new "Report Studio" -> create list and drop the hierarchy Locations, the list is not allowing me to drill-down, up. I have enabled the drill-down/up properties, but the list still displays only static entries , please help!

Try turning off the report viewer interactivity - select the top level of the report, go into properties, and you will find the property to do this.
