Palette Property

Hello experts -

I have a report with 2 existing charts.  Each chart has a custom palette assigned to it.  I have added a 3rd chart, but for some reason the "Palette" option is not available in the Properties pane.  I can access palettes via the "Chart Palette Presets" button on the tool bar - but it is missing the "Custom Palette" hyperlink.

I have changed the chart type to match the chart with the custom palette, deleted and recreated the chart - but nothing works.

Any idea what I am missing here?
