Bursting Dimensional Report

Hi ,

In cognos while bursting a report can I make a check if the sales value is greater than zero then some message in report like No Sales while bursting.
How to achieve this ,bursting will be done based on Region field and there will be an email id for each regionand this will be joined with the region field in the report.

But on coming to showing message based on data where should it be handled?
