Cognos Chart with Error Bars (Vertical Lines)

Does anyone know if the attached chart is possible in Cognos? I have a requirement to create a chart like this with a vertical line drawn from a specific value to specific value. The bar and red indicator are simple, but I can't find any way to do the vertical line.

I haven't seen that sort of graph before, but it does appear to share quite a lot of features of a bullet graph.
