cognos maximum memory

Hi!
need your help:

Cognos Administration
Initial JVM heap size for the query service                     4096
JVM heap size limit for the query service (MB)               8192

But java process uses more then 8192 MB on server (in Windows task manager) up to 9500
And when used memory size grows up to limit  reports became slovly.

(server has 16 GB RAM)

It seems like java do not clear used memory or something like that.
