[urgent] unable to connect to oracle

I tried many attempt.
Something i must have missing and i cant figure out.

I followed most of the instruction to configure the connection to oracle db.
but still keep on hitting this error when i test the connection from Cognos Data Source Configuration Portal

QE-DEF-0285 Logon failure.
QE-DEF-0068 Unable to connect to at least one database during a multi-database attach to 1 database(s) in:
testDataSourceConnection

UDA-SQL-0432 Unable to locate the gateway "cogudaor".

----------------------

What I have:

1. Downloaded a 32-bit oracle client [oracle sql developer: tested good and can query the target db]
2. copy the ojdbc.jar to ..\v5dataserver\lib and the ..\p2pd\web-inf\lib directory.
3. created an environment variables PATH which include the location of the bin directory located within the Oracle client installation.

My oracle path is D:\\Installer\sqldeveloper-3.2.20.09.87\sqldeveloper\sqldeveloper

please advice..

Is this the issue related to oracle data source on Cognos ?

Make sure you have valid TNS entry on your cognos server.

TNS entry???

I did some google.
I prepared the tnsnames.ora files.
but where should I define the TNS entry??

I have the sql*net string which is working on my DEV box.
but now I am about to set up my PROD box..
Yet the sql*net string doesnt work..
