When I try to get into Cognos Administration - no error just blank screen

Hi everyone

I have Cognos 10.2.1 FP 3 installed in Windows Server 2012 environment with Oracle databases for content store and data store.  I have two separate environments DEV and PROD.  Each environment has a gateway server running IIS Manager and an application server that has the rest of Cognos on it including FM.

We were behind with our Windows updates and applied these to our DEV environment.

I can run reports, author reports and do everything except get into Cognos Administration.  I receive no error just a blank screen and after waiting hit the back arrow in my browser to get back to Home. 

I wondered about IE settings, java etc on my workstation except that my PROD environment is fine.  I can access Cognos Administration perfectly in the PROD environment from my workstation so this points to a Windows update.  Both connect to the same AD and have the same security.

Has anyone seen this and if so what was your solution.  Any advice appreciated.

We stopped the service, rebooted the servers and everything is fine.  I can now access Cognos administration correctly.
