What is the difference between Frame work Manager and the Analysis Studio ?

As i knew through framework manager, we can create packages and with that we can create reports.

Less succinctly, they are two entirely different components of the Cognos BI suite. AS is downstream of FM.

Hi AMU,
Framework Manager is essentiel for any reports or ad-hoc-analysis a user wants to create in ibm cognos bi. This tool is not a web application but has to be installed on your local machine. What you do with FM is, you import the metadata (table structures, data types e.g.) and model depending on the requierements you have. After modelling (implementing joins, security, multiple languages ..) you create a "Package", wich has to be published into connection.
All Cognos Studios (Query Studio, Analysis Studio, Workspace Advanced, Report Studio and so on) need that package in order to receive data. Once you have opened the studio of your choice and choosed the package you need, you can create the report in are going for.

And just to complete charon's answer, whilst it is true that FM can be and often is installed on a developer's PC, in a multi-developer environment it is more typically installed on a server. I don't know if this is applicable to your situation.

Also, as regards AS, you should be aware that it's an "old" studio that is being phased out:
