Local connection

Hello,

Can I create a connection locally on my machine  and then create a test framework manager package ?

I understand that to publish the package the connection needs to exist on the server.

But can I create a local connection only on my machine for testing with the framework manager on my machine ?

Again, do not want to publish the pacakge..just need to test something with a new connection..

Alos, if tehre is a way to do that is tehre a way to create a report locally on my machine ?  (CognosInsight ?)

Again just to test somethnig locally on my machine and hence trying to skip the server for now.
