Query Studio fails to start Congos BI 10.2.2

Hi,
   We have a cognos BI 10.2.2 installation running on RHEL 6.6 64 bit running IBM Java 7 SE

When I try to strart congos using Cognos Configurations I get the following error

3:12:10, 'ReportDataService', 'StartService', 'Success'.
13:12:11, Start a External Process because the start count 1 is larger than 0.
13:13:11, '', 'StartService', ''.
13:13:11, 'com.cognos.pogo.reportservice.ProcessManager', 'pogo', 'Failure'.
DPR-DPR-1035 Dispatcher detected an error.
Accept timed out
13:13:11, 'QueryService', 'StartService', 'Success'.
13:13:12, 'buxService', 'StartService', 'Success'.

and in the cogserver.log I get the following error. Log is attached.

Any idea what can be the issue .. The RAM allocated to Query Studio is within Server Capacity

Query Studio? I think you have the wrong subject for this post - it appears to be an issue with the Query Service.
