padding for sections

Does anybody know how to add padding to the top of all sections?
I have tried adding padding to the "List Cell", "List Row", "List Header", division, and other objects, but the closest I came was to just add padding to the first section.  I also tried adding a block to the beginning of the section, but once again it just added space to the first section.  I want the padding to appear on every section so there is a more visible break between sections.

FYI, I found the solution to this question.
The key I was missing was to unlock the report first.
Then add a block with a text item inside the section header table immediately after the crosstab.  I put a space in the text item.
