Event Based scheduling - can not email an active report with event studio

I encountered a problem with scheduling an event based run with active reports.
It seems that you cannot use the event studio in 10.2.1.2 to determine that a load has completed, schedule the active report and have it emailed to the recipient. This functinality works for regular reports, but not for active reports.
The initial error message was
CNC-ASV-0024 Agent Service validation error. Validation failed: java.lan
So we found the appropriate support pack and applied it.

Guess what, still cannot schedule the email of an active report with Event Studio.
IBM tells us a solution is under development.

Really? The concept of event based scheduling is so new that a solution is only in the first stages of development? No one could possibly have forseen that customers might want to use this functionality with active reports.

It reminds me of the old fashion crossing towers on the railroads of the 19th century.
Every day a man would climb a ladder up into the tower and sit all day long watching for trains to approach the crossing.
When the man saw a train coming, he would climb down the ladder with his lantern and stop traffic until the train passed.
Since then, the railroads have used technology and automated gates and signals to protect rail road crossings and no one has to sit in the tower watching for trains.

In a similar line of thought, no one wants to sit around waiting for a load to complete or other key event to take place so they can email active reports. Event based report schheduling and distribution has been with us since the 1990s. What is the problem? When is a solution coming along? How long does IBM think it will take for some one else to come along and eat their lunch?
