Migration from 10.1 to 10.2 - report studio link missing for non-admins

So we've set up a 10.2 migration box and imported the content store, and everything looks great if you are a sysadmin.  But testing it with non-admins in either the Authors or Report Administrators roles, Report Studio doesn't show up for them now in the Launch menu or in report actions.  Everything looks the same between the two environments - these groups have execute and traverse in the Professional User Interface Profiles and in the overall User Interface Profile permissions, and the capabilities are set ok.  I found an old technote talking about a similar problem going from 8.4 to 10.1 when Everyone didn't have execute and traverse on the dispatchers, but that looks ok too.

Any thoughts as to what we might have missed?

How about the Report Studio capability itself? Are these non-admins added there too?

Also, they should be added to the parent of the User Interface Profiles. That is, Once you get to User Interface Profiles and see "Professional" and "Express", on the top right you should see a single properties icon. If you haven't done it already, add the non-admin user groups/roles there as well. Please see the attachment, have highlighted what I am referring to.
