I believe that Cognos has now replaced the C7 and ReportNet certification with the new Cognos 8 certification programme.  You can find details of this here:

The Cognos 8 BI Certification program does not replace the current Cognos certification program. If you will be working with Cognos Series 7 BI, Cognos Planning, or Cognos ReportNet, the current certifications are still valid.

Tests are available on the Web and can be accessed through the Cognos Global Customer Services portal, using a valid Cognos Support login ID.

For more information about the recommended courses and how to take a test, visit the Customer Certification Program Web site. You can re-take the test as many times as needed to become certified. Note that there is no cost for each attempt at existing certification on other Cognos products.
