Security on Saved Reports

We're just beginning our Cognos deployment and we are running down our options for how best to distribute our reports to the field.  We have setup parameter maps in Framework Manager to handle our row based security, and these work perfectly at run time with little added overhead.  However, we would also like to know if there would be anyway to have the parameter maps function if someone with higher level credentials saves the output short of bursting the report.  This is mainly for reports with a long run time where we would want to schedule them centrally at off peak hours so they are ready for the audience at any time.

The reason we are looking for options other than bursting is that until we convert to Active Directory, we do not have an easy means to manage the Cognos roles required.  Active Directory is on the horizon, but we can't hold up the Cognos deployment entirely for it.

Is there anything that can be done with the report cache?  Or an active report?  Or are parameter maps only good for interactive reports? 

Our early reporting phase is going to be based on relational data while we continue to build out a true data warehouse.
