Has anyone seen this error?  CNC-SDS-0386 There was an error inserting data into the Event Status table. The error is [ORA-01000: maximum open cursors exceeded ].

I can't imagine that Cognos is declaring cursors in Oracle so I figuring that this might be a false error statement.  Any ideas?
