Can we able to the change pie chart orientation vertical to horizontal using java script or do we have any option in cognos to achieve this functionality.

No. You can't. Why would you want to? A pie chart exists to show relative proportions of the slices. If you display it at an angle, those proportions are impossible for a user to determine, so the chart is of no use. It makes no sense whatsoever to display a pie chart at an angle like that. The only thing it has going for it is that it "looks pretty".
