Error creating connection ORACLE OCI, help me!

Hello!

I'm having trouble creating a connection to Oracle.
The first step where I point the connection string, username and password is successfully tested.
Then when I click Next, I need to configure OCI, I've tried several ways, but does not work.
Error message appears:
XQE-GEN-0002 An unexpected exception ocurred: ocijdbc11 (c :/ program Files/ibm/cognos/c10_64/bin64 \ ocijdbc.dll is not a valid Win32 application.)

This dll does not exist in my environment, so I had to download and put at the above address, but not worked. I tried to download the 64-bit version of the dll, but it does not work.

I need to make this connection work for my template Framework is QCM and it does not work without this detail OCI.

I appreciate if someone can help me!
