Cognos Theme Designer on Windows Server 2012 R2

I have been struggling to get Cognos Theme Designer to work and I have tried everything I can think of.  The following is the sequence of events I have taken:

Started with a Windows Server 2012 R2 virtual machine
Installed Cognos 10.2.1
Installed Cognos Metrics 10.2.1
Installed Fix Pack 2

Tried Theme Designer 10.2.1 and Theme Designer 10.2.1.1 - both versions behave the same way

JSON setting:  set to "application/json" by default in IIS 6.2, also tried setting to "application/x-javascript" as directed by documentation.  No discernible difference.

I am running on Cognos ISAPI, and I am using the gateway option in the internet address to address this (?gateway=//myserver/cognos/cgi-bin/cognosisapi.dll).  Without the gateway option I get a series of 404 errors (as expected).  Switching my Cognos server to run on CGI instead of ISAPI has no discernible difference for Theme Designer.

Besides Theme Designer, my Cognos 10.2.1 environment is fully functional.

How it behaves:

In Internet Explorer 9 - Get to Welcome Splash screen, it is unresponsive

In Firefox - I am asked to log in and get the Splash screen.  I click on "Create new" and go to the main screen.  I get the blue dropdown menu of "New" and "Open", but clicking either does nothing.

Are problems related to:
Theme Designer version?
Browser settings?
JSON settings?
Additional Cognos installs (Metrics, FP)?
Windows Server 2012 R2?

Any ideas welcome!

try running compatibility view settings to your browser and add your url.

I am seeing exactly the same behavior in my production system.  As far as I can tell, my test system is set up identically, but Theme Designer works fine there.  Any input on this issue would be appreciated.

My problem was I had installed the wrong version of Theme designer on my production server.  The correct version is now installed and all is well.
