Value Prompt not displaying in list format

Hi everyone,

I created a value prompt with a substring in my query [ substring(field,7,2) = ?Prompt?) ] but it does not behave the same way as some of my other prompts. When running the report, it ask me to type in the value. If i type in my value it works fine. What I need to do is have it appear as a drop down list or multi-list selection. When I change the settings to do this, no values display. Anyone know how to make this work? Any help would be greatly appreciated.

I also tried adding my substring as a data item and creating a value prompt off that but I am getting the same results.
