Query Subject Relationship Help

I have been having some problems with the output of my data not filtering correctly and believe it might be a problem with my relationships. These Query Subjects come from Cognos Planning. I created a report in Report Studio that shows amount of hours for the data and employees and elist items for the columns and rows. If you look at the screenshot, IT_LEVEL_VALUE query subject is the filter I use in the report that categorizes employee names by level or department. If I filter on a specific department for a employee, it does not show all the hours data for that employee. Instead, it spreads out the hours between the employees department and their level like it is part of the tree below the employee. Basically, I need these filters to "sit above the employee tree" so the data output displays correctly.

In the report example, you can see that if I dragged IT_LEVEL_VALUE into the report columns to show where the data is going. I only selected "Bob" as the employee and his hours data is being distributed between "Department 1" and that  blank space. If I select Bob and Department 1, all his hours should be rolled up into Department 1 because that is the department he belongs to.

I tried to make this as clear as possible, if anyone can help I can try to explain more.

It's not clear where your measure value for Hours is coming from - is it from et_Fee_tr... or et_Employ...? Your department is in IT_LEVEL_VALUE at the bottom on the right, but where is the "Bob" employee coming from in the structure? Where are Project and Tactic coming from?

Hi MF,

Employee (Bob), Project and Tactic are all coming from Cube 1 in the diagram. I merged Cube 2 into FM to bring in the Employee Department.
- Hours Measure is coming from et_Fee_Tr
- Project and Tactic are coming from cy_eList
- Employee coming from it_Fee_Tra on the very top
- IT_LEVEL_VALUE is the department in the bottom right

Also, I joined the relationship by employee name between it_Fee_Tra and it_Employ to connect IT_LEVEL_VALUE.
