Report Studio – Table of Content (TOC) is not rendering properly when we burst report to multiple users

We created report with Table of Content (TOC) and burst it to 2 users by Regions:

User1 – have Region 1, 5
User2 – have Region 2, 3

The issue we have is:

User1 Table of Content looks ok:
1. US Overview
2. Chicago, IL
   2.1 New Business Report
  2.2 Pipeline activities
  2.3 Client Activities

User2 Table of Content looks not ok:
3. US Overview
4. New Your, NY
   4.1 New Business Report
  4.2 Pipeline activities
  4.3 Client Activities

We are looking to have for each user the Table of Content starts with number '1'and look like the User1 (see above).

Please advise.
