Cognos Report using two static snapshots of data ???

Hello All,

I want to create a cognos report studio report (v10) that compares two static snapshots of data.

The industry is maintenance planning.
The first data snapshot is essentially a list of jobs/work orders that are planned for the next week (looking forward).
The second data snapshot is the list of jobs/work orders that were completed for that week (looking back).

With this data i can use it in many ways, ie compare number of planned jobs completed, number of unplanned jobs completed, budgeted completion hours against actual completion hours ...etc

Is such a report possible?. If so where do I start?
