How to pass parameters in the URL

Hi,

We have 2 hyperlink buttons - Prompt Page and Report Page.
Prompt Page has all the prompts and once we select the prompts and hit submit the values get stored in the parameters.
When i click on the report page the report need to be filtered as per the prompts selected.

I have the prompt page and the report page working only when we select all the prompts.
If I don't select any of the prompts then the page shows "Forbidden 403: Access is denied" error message.
I have all the prompts as optional.
Tried the decode function in the report expression but it does not yield the results.

Any help in this regard is appreciated.
