Limiting burst results to available values

We have reports set up to burst based on a field called Unit.  Unit has 100's of values, however not all units are present for every run of the data, resulting in blank reports.

Can anyone provide some suggestions on how to set up the burst query to only create reports when there are Units in the data, based on the prompts at run time.
