Change default format string

We have installed IBM Cognos TM1 10.1 and we are working in Performance Modeler.

We want to change format for number values. Format string has default delimiter value dot and we'd like to change it to comma.

We are aware that we can do that by defining format manually. How can this be done so comma is the default delimiter?
