How to edit the Tooltip information in bubble Chart

Dear Cognos Lovers,

Could any please guide me how I can resolve the  below metioned Problem.
1) Problem 1: Unable to edit the tooltip information which is displaying when i have taken the bubble chart. Wanted to display user defined tooltip information.

2)Problem 2:Getting a value "zero (0)" at the bottom of tooltip box. Not sure why it is appearing. Please advise me how i can remove the zero .Also, please tell me why it is appearing?

A bubble chart expects three measures, it looks like you only have two in here. That might explain the extra 0 you see. Try switching to a dot plot. In terms of adding more detail, I wrote an article that describes a method of inserting a description field into the tooltip.
