We are looking at moving our installation of Data Manager version 8.3 onto a new server with Windows Server 2008 R2 64-bit.  I can't find any documentation anywhere that would tell me if this would work, or if we would be forced to upgrade to Data Manager v10.  I'm not opposed to an upgrade, but I know someone will ask me if it is necessary at this time.  Does anyone know the answer?  And perhaps can you point me to any documentation to confirm it?

8.3 is fully off support by mid-April (in 30 days) - currently it is inquiry only.  It appears that in preparation for that, all documentation and references for 8.3 was taken down a few months ago.

Even with documentation, the best official answer would have been whether it was a supported platform.  From memory, I don't believe it was.  It might work, but you would be on your own for support and in getting it to work.
