Jobs Stuck in Waiting

Hello, recently we started getting jobs stuck in waiting and they keep getting built up until we run them manually.  Has anyone had this issue before? I don't really know where to look to see what I can do to fix this issue. 

I have checked the sizes of the files that get sent out and the largest one is 1.3 mb.  I have sent out emails larger than that so I don't think that is the issue and clogging up the jobs.  One job does throw an error, CNC-SDS-0335.  What is weird is when it throws the error sometimes the recipient gets the email and sometimes they don't. 

Any help would be greatly appriecated.

Hi j,

you could start by checking which account is attempting to run the jobs when they run on schedule (rather than when you run them manually).  Check the properties of the job to see the owner.  Then check that the listed owner is a Report Administrator.

It may just be that the user lacks permission to save the report (write).

If that all looks like it's ok and the issue persists, can you advise if routing sets are involved at all?   Could be that there are no dispatchers available to a routing set that is connected with either the package\owner combination of.

On top of what Simon said, another situation where jobs are "Waiting" but not running is when the user running the jobs (The user whose credentials are used for the batch operation) have changed his password in LDAP (Be it Active Directory or another LDAP server) and did not renew credentials in Cognos since.
