Cognos Namespace Losing Settings

Hi, I am implementing security for a new 10.1 install. I'm at the beginning of the process, removing the default "Everyone" group from all roles/groups. I notice that if I import a new package or the service is restarted, the "Everyone" role comes back and inserts itself into all the roles/groups that I just deleted it from. Is there a setting or something I'm missing to stop it from doing this?

In both export and import, there is an option "Include Cognos groups and roles". Don't check that.  ;)
