am getting this error when i go to cognos connection.it was working fine upto yetday

DPR-ERR-2109 The dispatcher cannot service the request at this time. The dispatcher is still initializing. Contact your administrator if this problem persists. 
   Please try again or contact your administrator.


Plz suggest somthing.
when i restart sevices following is shown in Deatails

Have you found a solution to your problem. Usually when I received this error message it resolves itself when I restart the services via Cognos Configuration. Is it possible to go back to the defaults on some config settings and start from there?
