Correctly display summarize percentage column

I have a 3 query report enclosed which I am trying get the percentage data to display in the summary column not as a total of all percentages but as an average of all percentages. 
See the enclosed example...
the middle report 'First Time Freshman' has 7 columns of aggregated data for each campus and a last column of  summarized data.   
The bottom row is a percentage of the total of first time freshman divide by the total enrollment count in the first query.

I don't want to add the percentage going across as is being done to get 122%.   What I want to have happen is for the summarize total to be an average of the 7 percentages or 3580/19739.

I have tried every posible combination I could think of using Solve Order and nothing seems to work ???

any help would be appreciated.
