Is there a way in Cognos to create a chart with categorical vs categorical data

I am trying to solve graphing categorical data vs categorical data.  The information I am most concerned with would be something like  "2013-Jun","2013-Aug","2013-Sep" vs text categories ("Scheduled", "Activate", "On-Hold","Complete").
Has anyone been able to solve this but not by converting one of the axis to numeric values? 
Does the solution require what I have seen is a statistical package (not SPSS) to Report Studio, Business Insight/Workspace or Active Reports?
