PDF page limit

I have a report that exports to PDF. However it ends/cuts off on page 98.
Is this a limitation or can I increase this?

It should not cut off at 98 pages.
I have reports that are over 6000 pages in pdf.

How do you know if it's cutting at 98 pages?
Are you getting less rows than other formats?
Add a rownumber in the report and run with save option in html and pdf both.
Then compare the row number to see if both formats have same number.
