A way to manually edit a static reort

Is it possible to  create a column in a static report,In order to manually edit or enter the contents.
My analyst wants to look at every  row and do an analysis and write a particular reasoning for that row.
Is it possible to do it in  cognos. He doesn want to bring that from a table from the db2 and join it since he doesnt have the time..Do you have any suggestion.any help is extremely appreciated.Thank you in advance.

In this image the 'analysis and insights'colums neeed to manually after analysing the particular row.Is there a feature which allows manually edit this static report.

Actually Cognos 10 does this through Insight

IBM Cognos 8.x does this only as tool tips
The alternative is to use javascript

This is not something that you can just simply add unless you consider creating a drill through to a report that contains comments.
As mentioned this functionality is part and parcel of Cognos 10

Yes we are using  cognos 10 and I have just started using cognos. Can you throw some light on how can it be done or what is it called in the insight.

Your help will be highly appreciated since this is a deliverable on wednesday.Please help me
