Have you enabled your IIS 6 for running 32-bit apps? If not please do this first.
Follow the steps as described in:
http://www.microsoft.com/technet/prodtechnol/WindowsServer2003/Library/IIS/405f5bb5-87a3-43d2-8138-54b75db73aa1.mspx?mfr=true

Although some cognos components are 64-bit the cognos.cgi and cognosisapi.dll are still 32-bit!!

Hi SRam,

Might be worth skipping 'localhost' and putting in  http:\\[machine name or FQDN]\cognos8, in cognos config as well as in your browser.

If you hit just plain old http://localhost, do you get the IIS under construction page or does that fail too?  If that fails, might be worth hitting up other local friendly webserver owners in your organisation that will know any hoops to be jumped through with your networking team to get on any firewall exclusion lists or similar you need to worry about.

Reportnet Addict's link will let you tell if the tomcat server is responding as a dispatcher, so from those 2 links we can hopefully narrow down whether the issue's with IIS or Cognos.

Cheers,
Alexis

That's correct Alexis... First find the problem and then work on a solution

What version of IE are you using? Do you have any namespace configured(AD, LDAP, ect)?
