QE-DEF-0370 Maximum number of database connections (20) has been reached.

Validate the report so that you can find where the exact error is .. for maximum number of connections ask your DBA to kill the processes that are still using the database UID (Oracle). that will work.

Also, check the Framework manager relations, if ir goes into loop becuase of any relation then you may encounter this problem
