Reviewer Edit in TM1 Contributor

It appears that Reviewer Edit in TM1 Contributor does not work.  Whether I have the roll-up node access as Review or as Submit, they do not seem to be able to take ownership of child nodes when then open under the Review folder.

They are able to take ownership if they open under the Contributor folder, but it seems as though a reviewer should be able to open the roll-up node and be able to make adjustments to lower-level nodes.

Anyone else been able to solve this?
